But Carney’s campaign has pounced on an issue that has particular resonance for voters in the northeast 10th Congressional District.

On active duty and not permitted to discuss politics, U.S. Rep. Chris Carney was quiet last week as his opponent in the November election attacked his views on taxpayer-funded abortion. On Monday, not silenced by a Navy Reserve uniform, Carney went on the offensive in a conference call.He called out his Republican challenger in the 10th District, Tom Marino, for making statements last week that insinuated Carney used his wife’s breast cancer surgery as a reason to duck placing his name as a co-sponsor on a bill that would have prohibited taxpayer funds being used for abortions. Marino made the claims, Carney said, at a time he was restricted from commenting.

The U.S. House passed a measure late Thursday that could provide a significant boost to the Central Susquehanna Valley Thruway Project through language included by Congressman Chris Carney (D-Pa. 10).The Carney language makes it possible for the 13-mile CSVT project to be designated as an Appalachian Regional Commission corridor by removing an existing, stagnant corridor from the commission’s highway system. This is a critical first step toward the possible designation, a move that would place the CSVT on the Appalachian Development Highway System and provide significant funding for the project.

U.S. Rep. Chris Carney (PA-10) has introduced legislation to improve counseling for student veterans. The Student Veteran Counseling Improvement Act, co-sponsored by Congressman Mark Kirk (R-IL), will provide college and university counselors and mental health professionals with better resources with which to treat student veterans at a time when an increasing number of veterans are attending college upon returning from war.
"We owe it to our men and women in uniform to ensure that their mental health needs are met," said Carney, who serves in the same Navy Reserve unit as Congressman Kirk. The Army recalled the helmets two weeks ago, when officials said the advanced combat helmets failed ballistic testing standards. Many were used by troops in Iraq and Afghanistan. The company's decision comes after the Justice Department launched an investigation into its helmet manufacturing and an amendment was proposed to the Defense Authorization Bill. That amendment would have forced the company to submit to competitive bidding.
The author of the amendment, Rep. Chris Carney, D-Pennsylvania, said, "Our military men and women deserve only the best equipment and it has become clear that Federal Prison Industries cannot meet the standards required in manufacturing helmets."

Tom Marino: Cut Social Security
Tom Marino: Cut Social Security
During interview, Marino advocates eliminating Social Security for "my generation and probably the generation that follows me"
CLARKS SUMMIT – Tom Marino, in an interview yesterday, made clear that as a congressman he would cut Social Security to such an extent that those on the cusp of receiving Social Security benefits would get nothing. Asked by WKOK what programs he would cut, Tom Marino, who is 58 years old, answered: "Let me address Social Security. ... My generation and probably the generation that follows me, we are going to have to step up to the plate and say, We are not going to get Social Security."
Easy for Tom Marino to say. After all, Tom Marino earned $281,000 in 2009, more than five times the median household income in the state of Pennsylvania. Also, he owns two Florida vacation homes that he purchased for a combined $766,000 in 2005 and 2006.
But when it comes to making program cuts, Tom Marino puts Social Security in his crosshairs.
"It would have to be cut for my generation," Marino said of Social Security. "My generation is probably going to have to work longer. If we get anything it is going to be less."
Carney for Congress campaign spokesman Josh Drobnyk made the following comment in response: "It is absolutely shameful that Tom Marino wants to cut Social Security for those about to begin receiving benefits. He wants to eliminate Social Security for families that have been paying into the program for decades and have been counting on it to help pay the bills. Well, it's easy for Tom Marino to say, considering he earned $281,000 last year and owns two vacation homes in Florida."
The interview can be found at the following link, about two-thirds through the program.

TRANSCRIPT:
Marino on Social Security (WKOK – Aug. 23) Q: Where do you cut? Give me a specific? Marino: “Let me address Social Security. You have paid into it. I am paying into it. And my generation – like you did for the generation before you – we are paying for your Social Security. You paid for the generation’s before you Social Security. My generation and probably the generation that follows me, we are going to have to step up to the plate and say, We are not going to get Social Security. But we are going to pay into it to get this debacle squared away. So if I have to sacrifice my Social Security to get it squared away – because we can’t take Social Security away from people that are on it now. They are dependent on it. It is a fixed income. And for someone to say we are going to cut Social Security to the seniors, we cannot do that. Q: But you would cut it in the future? Marino: It would have to be cut for my generation to pay for it. … People don’t realize Social Security was designed as a supplement for your retirement and your pension and your savings. It has turned into, and I think to some degree, to a large degree because of the government, and now seniors have to be dependent on that. My generation is probably going to have to work longer. If we get anything it is going to be less. But I will certainly protect with every fiber in my body what the seniors are on now and my generation is going to take the hit.

Law Enforcement Officials Endorse Congressman Carney
SUNBURY – Law enforcement officials from throughout the region came together in Sunbury Tuesday to endorse Congressman Chris Carney’s reelection effort, citing his ongoing dedication to police departments, county courthouses and other local law enforcement needs.
“I can tell you firsthand from a law enforcement perspective that Chris has always been there for us and will always be there for us,” said Montour County Sheriff Ray Gerringer. “When I pick the phone up and call Congressman Carney’s office, I always get a phone call back and it is a prompt response. Chris Carney has been a strong supporter of local law enforcement. He has served us well and I’m proud to support his bid for reelection.”
“Congressman Carney has always been there for us,” Northumberland County District Attorney Tony Rosini. “My office has directly benefitted from the support provided to us from Congressman Carney’s tireless efforts on our behalf. Northumberland County is a safer place to live and raise a family because of the work that he’s done.”

He is a commander in the Navy Reserve and worked as an intelligence analyst – and he understands the threats that we as Americans constantly face in terms of national security.
